Another dispensary could soon join the estimated 30 now operating across Minnesota, as the state’s cannabis market continues its gradual rollout.
Hi Cloud Dispensary — a sister business to Hi Cloud Tobacco and 507 Tobacco in Mankato — plans to open later this month or in early July, pending final approval from the Minnesota Office of Cannabis Management. Unlike its sister shops clustered on Mankato’s hilltop retail corridor, the new location sits across the river in North Mankato’s Belgrade Avenue commercial district.
The business originally aimed for a November 2025 launch but had to restart its application after regulatory changes. If approved, it would become North Mankato’s first combined medical and recreational dispensary. Owners say the shop will share a rewards program with its Mankato locations and will incorporate metal décor from the former Game On Nutrition store that previously occupied the space.
Elsewhere in Minnesota, Moorhead’s Rosebuds Cannabis Co. quietly joined the roster of fully licensed dispensaries this spring. Owner Steven Rosenfeldt, who previously ran the low‑THC Ediblez OTC store on Highway 10, received his full adult‑use license in January. After months of waiting for product to clear Minnesota’s testing bottleneck, Rosebuds began selling recreational cannabis on April 22, the day its first shipment of state‑tested flower and vape products arrived.
The license allows Rosebuds to compete directly with White Earth Nation’s Waabigwan Mashkiki dispensary across the road — offering smokeables, vapes, concentrates, pre‑rolls and higher‑potency edibles up to 10 mg per serving.
Rosebuds’ opening comes as the Office of Cannabis Management continues working through a backlog of applications and as additional cultivator licenses are expected later this year — a shift industry observers say will likely trigger the next wave of dispensary openings.
