St. Cloud Expands Downtown ‘Sip-and-Stroll’; Winona OKs Alcohol on Sidewalks

St. Cloud has broadened its downtown entertainment district rules, allowing outdoor alcohol consumption every day of the week. The city council approved the change immediately, shifting from the previous Wednesday–Saturday schedule while keeping hours at 11 a.m. to midnight. City leaders view the move as a way to simplify expectations for residents and strengthen the district’s business activity.

To participate, visitors must use a designated 16‑ounce cup sold at several downtown bars and restaurants. The cup allows people to carry beverages between establishments within the district, which runs from 9th to 13th Street and stretches east–west from Florida Avenue to Massachusetts Avenue.

The expansion aligns with St. Cloud’s broader economic development priorities. The city recently brought on a consultant to support job and business growth and is advancing plans for a new downtown parking garage to increase access and visitor capacity. A weekly veterans-focused market, “Soldier City Sundays,” launched in November at Veterans Park, adding another draw to the area.

Local businesses expect the extended hours to boost foot traffic. Cakes Pastries and More, open seven days a week, has seen strong community engagement through initiatives like its pay‑what‑you‑can “Heart of Downtown Loaf,” designed to support neighbors and encourage more people to explore the district.
